Announcement on the Development of the Ministry of Industry and Trade’s Climate Change Response Plan for 2025

Implementing the Ministry of Industry and Trade’s state management functions and duties regarding climate change response following the provisions of the 2020 Environmental Protection Law, the Ministry of Industry and Trade requests relevant units to develop the "2025 Climate Change Response Plan" using state budget funds, focusing on the following key areas:

1. Proposal Content
Proposals should outline tasks aimed at fulfilling the requirements assigned by the Government and the Prime Minister to the Ministry of Industry and Trade. Additionally, they should include proposed solutions and implementation roadmaps for the coming period.

2. Proposal Dossier

a. The proposal dossier for climate change response tasks must comply with Article 4 of Circular No. 24/2023/TT-BCT dated November 16, 2023, issued by the Ministry of Industry and Trade, which regulates the management and implementation of tasks using environmental protection funding. The cost estimation should follow Circular No. 02/2017/TT-BTC (dated January 6, 2017) issued by the Ministry of Finance on managing environmental funding and Circular No. 31/2023/TT-BCT (dated May 25, 2023), which amends certain provisions of Circular No. 02/2017/TT-BTC.

b. Proposals must have clear objectives, specific content, and defined expected deliverables with applicable implementation locations. The proposed tasks must not involve investment, scientific research, or equipment procurement and must comply with the regulations stated in Circular No. 02/2017/TT-BTC and Circular No. 31/2023/TT-BCT.

3. Submission Deadline
Relevant agencies/units are requested to submit their proposal dossiers via two methods:

  • Hard copy: Sent to the Energy Efficiency and Sustainable Development Department, Ministry of Industry and Trade, at 54 Hai Ba Trung, Hoan Kiem District, Hanoi.
  • Electronic copy: Sent to EESDVietnam@moit.gov.vn.
  • Deadline: Before March 29, 2024 (based on the postmark for hard copies).
